Open up your file, do some basic adjustments such as levels, brightness and contrast, and occasionally hue and saturation. Just play around with the settings until you find what you like. If it becomes to light, duplicate the layers and set it to "multiply."
Use the pen tool to draw over your lines. On http://www.deviantart.com, there are some pretty good tutorials for line art, such as:

Are you designing software or websites? If it's software, I don't know, I'm not a software designer. I can, however, tell you a few things about the web. When you design a website, coding or graphics, it's to explore your creative side. Do whatever you feel looks nice. As long as the code is clean and is up to standards with the W3C, then you don't have much of a problem.

Program FilesAdobeAdobe Photoshop XPresetsBrushes where X is the version number for your version of Photoshop.
Brushes created in Photoshop 7 or later will not work in earlier versions of Photoshop. Any Photoshop brushes should work in Photoshop 7 and later.
From the Brushes Palette in Photoshop, click the small arrow in the upper right corner of the palette, and choose load brushes. The brushes will be added to the current brushes."

Wow, sounds like you have quite the dilemma. Okay, first things first when you download brush packs just click and drag them into the Presets->Brushes file in your Photoshop Application folder. Once they are in there you can load the brush set from the brushes window via the tiny triangle with three horizontal lines next to it. It will ask you to replace or append, I usually choose append which means the brushes will get added to the set you already have loaded. If they still don't wor the file might be corrupt.
If you are creating a new brush using the {edit-> define brush preset} function, you have to save the brush presets as a new brush group before closing out of photoshop or you could lose it.
