PHP for the code on the server to populate the dropdown.
SQL to access the database. (The SELECT statement is almost the same for Access and MySql.)
If the dropdown is going to change contents due to user input, Ajax to repopulate it. (Use text, not XML, for a simple dropdown repopulate.)

sounds more like a problem with vista, the video driver should not have any thing to do with that

maybe your flash is corrupt, even reinstalling may not fix this, try running a repair on flash and checking your internet security settings
