Perhaps those programs have been disabled to be run as a user. If you can log in as an administrator, by going to safe mode, then change the user account type to administrator from limited user account. Or create a new user account, which will have all the functions enabled by default.

Government agencies filter out many things, and my guess is that they would not allow a video link to go through and open.

Your friends are working for the Government, who decides what they can and can not do during working hours. It protects all of us and prevents viruses from entering the Government databases.

Have your friends set up their own email accounts, and not filter out specific items.

Also, most services filter out dangerous material through a sensitive filter and items may not get through because of the filters.

Good luck
