Your best move is to play Oblivion for a while, then sit down and write a detailed review of the game, as if you were writing it for a gaming magazine and getting paid for it. Write down the good and bad points about the game, what you wish the game programmers would have done differently, etc. When you're done with that, go through your list of changes you would make and choose those mods that would effect those changes. I don't play with mods myself, but I have a friend who does, and this is what he did. He seems to enjoy the results. – LJS
