Most free webs limit design..
I would say check with your host sometimes they offer something like this but you have.
I use a host that offers a web developer and shopping carts.

ya, sure. one who knows xhtml and css is good than simple web designer.
CSS is enough to decorate the web page. It gives perfection to a web page.

The problem with web design is that it is not really something you can ever learn as there is always something new. You can create a decent CSS & HTML based site after learning for a couple of days but to get to a decent standard i would say about 4 months there about
