You might want to check the box to warn you when closing multiple tabs (Options>Tabs tab). This will keep you from accidently closing FF.
To get the Restore Last Session/Start New Session option, Firefox must be forced to close without using the normal close options used.
It is best not to force a closure in Task Manager unless you are absolutely sure the process you are closing does not need to save or clean up any operation before being forced to close.
If you are going to close your Operating System anyway, just let FF stay open and do not respond to the multiple tabs box. Windows will shut down and, the next time you use FF, you will have the option to Restore or New session.
Maxthon and a few other browsers have this option built in to it. Maybe one day, FF will, too.
