Yes, lands are permanents, as well.
This card can be used in a deck that focuses heavily on instant and sorcery spells, especially damage prevention and life gaining. This would prevent you from having more permanents on the field that you would otherwise be unable to get rid of. The killing blow, then, is to end up top-decking – where you have an empty hand and just play the next spell that comes off your library – into an Armageddon, which destroys all lands.
Once you do that, you'll have destroyed your lands, have an empty hand and (hopefully) have no other permanents besides Barren Glory. On your next upkeep, you win.
It's a bit of an unorthodox strategy, but played right it could be quite interesting.

It started becoming powerful because it had a perfect location close to the sea (the ports) and major Railroads went in NYC. Trade is what makes a place economically strong, and therefore powerful.
