When you create a new template you have to think about lot of things : the colours, the pictures, the texts, the links etc. For each of them, I think there is one thing particularly complex and difficult to do, I mean the creation and use of icons in webdesign.
In fact, you must take time to find the best icons (especially on a website like www.iconarchive.com) and it’s really expensive! Secondary, sometimes you cannot find a good icon to illustrate an action, and the last thing you have to do, is to design it… you know that some websites can use, at least, 10 different icons (as an administration dashboard) it’s take lot of time and it’s really hard!
If you are a webdesigner you have certainly understood what I tried to explain to you! And you should know that every week, several websites publish great and useful icons packs.
Then, why do you continue loosing precious time, creating new icons for each of your all new web designs projects? Start to work with the different graphic elements, it’s quick easy and mostly FREE!

You get opinions from the visitors that view your site because you aren't targeting just professional web and graphic designers. To get feed back from your graphics, you should find sites that you can post your images that can be evaluated by expert graphic designers. As for your site, you can evaluate it using W3C validator at . You can use it to validate your web pages so to make sure that they meet the W3C standards. But again, should get feedback from your visitors because they are the ones that will be navigating though your site. If you get professional opinion, you have to get more than one or two or three opinions and most will do it at a price.

Goto Youtube. Look for Dreamweaver video tutorials.
Most only show one lesson, then expect you to buy the whole set.
There are 100s of tutorials in HTML, CSS and JAVASCRIPT. You just have to be motivated to find and study them.
Here's one of my favorites. It teaches disjointed rollovers in Javascript.
I think you should start your web page, then post questions to this forum. One by one, you'll get answers and fix your problems.
