What you are asking about is the Hardship License. Generally there are two types, one is if your licensed is revoked, usually for DUI, but you are the sole support for your family, or attending school. In that case you can get a license which allows you only to drive to and from school or work. Then there is the type that allows you to start early for family emergencies. In CA the rules are as follows:
Can minors receive limited driving privileges?
Yes, a person under 21 may seek the issuance of a junior permit pursuant to Section 12513. It allows limited permits for 14-18 year olds for:
(1) school transportation- driver needs to show inadequate school transportation to attend,
(2) necessary transportation to and from the employment of the applicant or
(3) need due to family illness.
Being oldest is not on the list as you see.
Even if you qualified, it isn't free, and you have to pass all the tests and have a permit first.

Yes. The requirements for the GPL can depend on what version the scripts or software are released under, but you're free to use them anywhere you need or want so long as doing so doesn't violate the license.
For specifics be sure to read the license itself. There's a Lesser GPL that allows for the inclusion of non-GPL libraries in otherwise GPL software, the LGPL. Make sure you understand the licensing before you do any modifications.

Ya, they do this for many reasons, 1. your age must be 18. 2. To send you advertisement and coupons. 3. Tax write off for them. 4. To keep people smoking. 5. To get people that are drinking to start smoking.
PS. where is this I could use some free smokes at 5.50 a pack Free sounds great.
