It could be that your camera's RAW isn't supported by 3.7.

The magnetic lasso is not a plugin. It is built into photoshop. Here is a tutorial on how to access it and use it.

you could also try this
set unsharp mask to maximum (filters-> sharpening -> unsharp mask)
desaturate color (image -> adjust-> Desaturate)
then
Adjust -> brighteness and contrast . put the contrast to the maximum value
you get a sort of sketchy vibe.
