Usually plugins go into the following folder :

C:Program FilesAdobeAdobe Photoshop CS3Plug-InsFile Formats

Just paste it there, make sure photoshop is closed though.

If you make a greyscale gradation from say 10% to 100%, apply the halftone filter to it, then use that file as a mask for your overall colour file you can get that appearance.

Yes, anything that you create with Photoshop in the basic package is usable in any way you want.

Having said that, you can not sell the texture or pattern or fill as your own.

The key word is create. If you use a Photoshop pattern to create an image then offer it for sale as a web background in different colors or variations – that's okay. If you are a web page designer you can use anything you create in Photoshop to sell to your clients.
