Bloomberg decided to run long before September 11, 2001.
As you may recall, the Mayor was embroiled in serious scandal (divorce, family matters, and budget, etc.). He was very unpopular. He announced he was not going to run, and Bloomberg announced soon after that he was going to run.
At the time of 9/11, Bloomberg was already a candidate.
