Watson is the narrator for lots of reason, and making him the narrator is the key choice made by Conan Doyle.
Watson represents the reader. Like the reader, Watson doesn't know what's going on in Holmes' mind until Holmes chooses to reveal it. If Holmes narrated, he would have to share his insights as they occured, which would change a mystery story into an adventure story, at best.
